It's a tool for toothbrush
It's a tool for toothbrush rugs. They used to be made from flat handled toothbrushes with a hole in the end. A 2-3" piece is cut off and shaped into a blunt point. The fabric can then be threaded through the hole. You can purchase commercially made tools (search "toothbrush rug"). I made one from a piece of thin wooden trim about 1/2" wide. I drilled a hole in one end and cut the other to a blunt point and sanded the whole thing thoroughly.

The toothbrush tool, would it be like a wooden needle in shape and much thicker?
